What does this MR do and why?

As a follow-up to Update Security and Compliance Personas (gitlab-com/www-gitlab-com!124099 - merged) this change removes the "Sam (Security Analyst)" persona and adds the "Isaac (Infrastructure Security Engineer)" and "Amy (Application Security Engineer)" personas to our issue templates.
