What does this MR do and why?
Return an empty checksum for non-existent/invalid repositories. Sometimes, the repository cannot be checksummed because it does not exist or is invalid on the primary Geo site. In this case, the state on the Geo secondary site matches the primary, and therefore the repository checksum matches. This MR re-introduces our current behavior in the legacy repository verification here to the SSF.
