Add a link to the Merge Train docs to help make merge conflict messaging more clear.

How to set up and validate locally
- Enable Merge Trains on your test project
- Create an MR with a merge conflict or other error
- Start a Merge Train
- Verify the Merge Train fails and the error message includes the "Learn more" link
