doc/hooks: Clarify existing repository hooks do not need migration

What does this MR do and why?

In GitLab 15.11 a new Gitaly CLI command was introduced to enable administrators to more easily set custom Git hooks for individual repositories in Gitaly. This change clarifies the documentation to mention that existing repository hooks do not need to be migrated.
