Update documentation for role required to fork into a group

What does this MR do and why?

As discovered by #413440 (comment 1429784216), the permissions related to forking a project into a group are not sufficiently documented. This change clarifies that only Maintainers and above are able to fork projects into a Group in order to prevent Developer role users from forking projects that contain protected branches.
