What does this MR do and why?

This is a revert for Create rspec artifact collectors (!123133 - merged), as the pipeline configuration it introduced does not quite work as expected. While it does not seem to break master, several jobs are missing rules: and run on every (I think?) pipeline. For example: https://gitlab.com/gitlab-org/gitlab/-/pipelines/901992854
