Add upgrade notes for locale en bug

What does this MR do and why?

#350236 (closed) is causing a small number of self managed instances to err after an upgrade. The affected versions are 14.1, 14.2 and 14.3.

Since the affected versions are no longer maintained, and their pipelines no longer works, we have decided to provide the fix using the patch process. Three MRs are prepared for this purpose, and we document this in our upgrade notes.
