Change wording on what warrants a required upgrade path
What does this MR do?
The first major version is not always a required stop (#412696 (closed)), make sure this is reflected in the upgrade docs, by removing that reference and let the upgrade paths section be the sole guide for the major version upgrade.
Moreover, the previous steps were almost all linking to the upgrade paths section, so it's best to just have one step linking to it.
All the other steps are now the paragraphs that followed the previous list.
