What does this MR do and why?

Integrates design tokens from GitLab UI in gitlab-ui!3501 (merged). Replaces scss_in_js variables with imported compiled token JS contants.

How to set up and validate locally

  1. Review colors variable imports
  2. Review On-call Schedule Management e.g. /flightjs/Flight/-/oncall_schedules
  3. Review Error Tracking e.g. /flightjs/Flight/-/error_tracking
