What does this MR do and why?
Remove the feature_flag simplify_logic_to_find_search_proxy_class
Since the feature_flag simplify_logic_to_find_search_proxy_class has been rolled out completely and is stable we can remove the code related to this feature_flag. The second change is after this feature flag is fully rolled out we can use the Wiki Proxy instead of ProjectWiki Proxy, so removed the files ProjectWiki proxy.
