Update API docs for PAT expiration

What does this MR do and why?

  • Clarify new behavior that exists as of !120213 (merged)
  • This behavior was refactored via !121370 (merged) but the API behavior is still the same: nil expiration can be sent to the API, it just defaults to the max PAT lifetime allowed in the instance.
