What does this MR do and why?

Triggers the note update subscription when the emojis of the note are changed

How to set up and validate locally

  1. Enable the :work_items, :work_items_mvc and :work_items_mvc_2 feature flags
  2. Create a new Issue and add a new Task
  3. Add notes to the Task
  4. Open the task on multiple tabs
  5. Add / remove emoji on the notes
