What does this MR do and why?
Align comments in Diff closer to comments in the Overview tab.
This is a follow-up to Fixes overflow issue with comment edit focus on... (!124847 - merged) and fixes a bug introduced with Update "reply" input container (!124491 - merged)

How to set up and validate locally
- Open an MR (e.g. http://gdk.test:3000/flightjs/Flight/-/merge_requests/3/diffs)
- Go to Diff tab
- Create comments and threads
