Remove startup CSS CI tasks

What does this MR do and why?

Remove startup_css CI jobs. Feature flag has been enabled on Gitlab for 2 months, and usages were removed in !124406 (merged), so we no longer need to update the files.

The generated CSS files are being removed in !124404 (merged)
