Add component and query builder for VSD filter_labels MR. This MR was created out of concerns that the original MR was growing too large in size. The files added in this MR do not make any visible changes, they will be implemented by the original MR

Changes included

  • adds comparison_chart_labels.vue
  • adds filter_labels_query_builder.js
  • add related tests for both
