First iteration of e2e failure video recording

What does this MR do and why?

This is the first iteration of recording videos of e2e test failures.

Selectively adding recording to two jobs: cloud-activation and oauth. To ensure nothing blocks deploys, neither of these jobs have smoke or reliable tests. These tests also don't run on live environments.
