Fix Bitbucket Cloud Importer: 16.1 backport

What does this MR do and why?

This MR backports !124589 (merged) to the 16.1 stable branch.

It fixes a problem due to a change in BitBucket behaviour that would affect all GitLab versions.

Issue: #416102 (closed).
