Fix Anonymous reporter on Jira issues

What does this MR do and why?
It fixes the ~bug related to missing reporter from the Jira, due to Anonymous feature.
It uses custom Anonymous User in case there's no reporter.

How to set up and validate locally
- Setup a Jira integration to one of the projects
- Import all Jira issues
- Find an issue with anonymous reporter
- Validate access to the issue
