What does this MR do and why?
Since June 15 !123154 (merged), we increased the frequency of Personal Access Token usage information updates from 24 hours to 10 minutes. This change is behind update_personal_access_token_usage_information_every_10_minutes FF that is enabled by default. This change is stable, see #414945 (comment 1439625119). We can remove this FF.
