Use one column for packages and registries settings.
Update: As !124282 (merged) has been merged in the meantime I've adjusted the changes in this MR to re-use the new settings-section styling.
Update II: As !125647 (merged) removed the settings-section class, I've updated this MR to include it again otherwise the user profile page would be broken.
