Enable `geo_registries_update_mutation` FF by default

What does this MR do and why?

This MR enables geo_registries_update_mutation FF by default. The reverify/resync actions are globally available in staging, staging-ref and production and tested in staging-ref where Geo can be verified.

The FF is enabled on staging (07-06-23), staging-ref (06-22-23) and production (07-06-23).
