Make CI/CD job queuing metrics generally available

What does this MR do and why?

This adds various Prometheus metrics related to CI/CD job queueing, such as how long jobs wait until getting picked up by a runner.

The metrics were introduced behind the feature flag gitlab_ci_builds_queuing_metrics, which was disabled by default. This feature flag has been enabled on GitLab.com for a long time and the metrics are in active use on GitLab.com.
