Update CodeSuggestions-related settings UI on SM

What does this MR do and why?

Updates the UI (legal text, beta label) on the Code Suggestions settings, which is only visible on Self-Managed instances.

No functional changes.

We just follow the suggested design as closely as possible; see #417162 (comment 1466014579)

How to set up and validate locally

  1. Pull this branch
  2. Open Admin Area -> Settings -> General
  3. Scroll down to the Code Suggestion section and expand
  4. Click on the four blue links and make sure they follow where expected, as described in #417162 (comment 1466014579)
