What does this MR do and why?

Migrates buttons in app/views/shared/issue_type/_details_header.html.haml to Pajamas-compliant buttons.

Note: The icon color changed slightly as it now has the proper .gl-button-icon class.

How to set up and validate locally

  1. Navigate to any issue.
  2. Resize the window to hit narrowest supported breakpoint.
