Remove user setting time preferences ignore_columns rule

What does this MR do and why?

We are removing the time_format_in_24h column:

  1. Ignored the time_format_in_24h column in %16.0 !119025 (merged)
  2. Dropped it in %16.1 !121148 (merged)
  3. We now remove the ignore_columns rule in %16.2
