Add scope components to mount filters - step 2
What does this MR do and why?
Add a visual toggle for archived projects. This is the first issue of an epic that will add an "include archived" filter toggle to all scopes in the global search. This requires the reorganization of the files inside the left navigation component set. As well as adding a reusable toggle archived component.
