Make the Pages unique domain available even if other pages configs are not available.

How to set up and validate locally

To test, disable pages.external_http and pages.external_https on gitlab.yml, restart gdk, and navigate to http://gitlabdomain.com/namespace/project/pages.

  • Without the fix the Unique Domain is not visible
  • With the fix the Unique Domain is visible
