Applications settings: use GlCard

What does this MR do and why?

Makes use of GlCard for Applications settings:

• Moves the create form to the GlCard
• Uses GlCard for both sections
• Removes background from form actions on View page

Bug:

• There is currently too much top spacing after the title but this will be fixed with !126018 (merged)
