Remove irrelevant reference to "upstream first" policy

What does this MR do and why?

This MR removes a reference to Google and Red Hat's "upstream first" policy from the gitlab_flow document.

While Google and Red Hat do have an upstream-first policy, it is unrelated to the workflows described in this document.

"Upstream first" describes a general policy of minimizing the number and types of changes that are kept in a private downstream fork of a project in order to reduce the technical debt of their ongoing maintenance (among other benefits).
