Draft status change on webhooks
This MRS does two things:
First it adds draft alongside work_in_progress on the merge-request-object for the webhooks, from what I can tell GL is moving away from the WIP nomenclature, and this is a step in that direction.
Second, it adds the draft field to the tracked changes line, so Webhooks consumers know when it changed.
