Merge branch '418983-fix-issue-type-update' into 'master'
What does this MR do and why?
Backports the fix for a bug introduced in 16.2 #418983 (closed)
I think it's important to backport since it's preventing users to convert issues to incidents through the regular process. Users can use the API to make the change as a workaround described in the bug's issue
