Backport fix for pending direct uploads completion to 16.1

What does this MR do and why?

This is a fix (!127017 (merged)) for a bug (#418918 (closed)) which may cause data loss to some users, thus it was escalated to severity1. The bug was introduced in 16.1.

We have a separate backport request to 16.2.
