What does this MR do and why?
Related MR : gitlab-runner!4055 (closed).
Related ISSUE: gitlab-runner#27877.
This MR is mainly present to ask for help because I wanted to help the Gitlab Runner team and were ask to make the changes on Gitlab repository as well which I do not know as much as the runner.
The goal is to have new hook inside the gitlab-ci.yml definition
