Re-add history button on project overview

What does this MR do and why?

Re-adds the History button to the project overview page

Background

Originally removed in Remove history and upload btns from project page (!85332 - merged)

• History (commits) is already available in the sidebar and the top of the page (see screenshot below)
• There's a large number of similar-looking buttons on that page

Users have reported confusion since the change, needing to click on different buttons to find the same information, depending on which page they're on. This MR remedies the problem by reverting the change and shouldn't impact any further potential design updates on the overview page.

Next steps

• Look into naming- why History instead of Commits? Solution validation: Commit history and display (ux-research#2201 - closed)
• Hopefully remove some of those buttons/move some into dropdowns
