Draft: Use the navigation overlay until the xl breakpoint

What does this MR do and why?

Changes the breakpoint for the overlay that appears behind the navigation sidebar from MD to XL, so that when users are on a viewport that is less than 1200px they can click outside of the sidebar in order to hide it.

How to set up and validate locally

  1. Adjust viewport size to check all breakpoints. This change should only impact between 768px - 1199px.
