Retry yarn install in verify all generated files are up to date.rb

What does this MR do and why?

This will make sure we retry automatically the yarn install call in scripts/lib/glfm/verify_all_generated_files_are_up_to_date.rb.

This has caused a few broken master recently, e.g. gitlab-org/quality/engineering-productivity/master-broken-incidents#3250 (closed).
