What does this MR do and why?

Re-add the db maintainers to the * codeowners rule

The database maintainers were removed from the * codeowners rule, but this prevents them from being able to merge database-only merge requests. This change reverts that rule to the previous definition

Currently, database maintainers were members of the * group and could therefore approve and merge merge requests. Removing them leaves this scenario.
