Purpose of revert

Revert "Return LFS URL in blob.external_storage_url if lfs_blob?"

This reverts commit dbabdda4.

I believe this to be the cause behind #420619 (closed), which is where users (seemingly only in organisations using SSO) cannot download blobs through the web interface.
