This MR cleans up the ci_namespace_catalog_experimental feature flag.

How to set up and validate locally

  1. follow the instructions in this MR to set a project as a CI/CD catalog resource
  2. Navigate to Build >> Pipeline editor and click the 'Browse CI/CD Catalog' button
  3. You should be able to see the CI/CD Catalog (without needing a feature flag)
