Disable default feature flag using v1 package metadata sync

What does this MR do and why?

v2 package metadata synchronization was enabled via the compressed_package_metadata_synchronization feature flag flag. As both v2 and v1 provide the same data, there is no need for instances to run v1 sync which takes more time and disk space.
