Update mermaid depedendcy to v10.3.1

What does this MR do and why?

This is to update the mermaid version to the latest v10.3.1 release. Major updates:

1. Added support for quadrant chart, sankey diagrams, etc.
2. Multiple Bug Fixes
3. Security Dependency update - DOMPurify got upgraded to v3
