Description

We tried the experiment of reviewer database local, but we haven't implemented the tooling to support this https://gitlab.com/gitlab-org/gitlab-roulette/-/merge_requests/85.

This reverts !93552 (merged).

This is also related to gitlab-com/www-gitlab-com!128420 (merged) where we are removing the role from the two engineers trying it #370588 (closed).

If we want to continue with this, we will continue on #352303.
