Add .net as the live env in context selector on jh side

What does this MR do and why?

What: Add .cn as the live env in the context selector.
Why: We follow the upstream's rule, which means any E2E test which has :skip_live_env should not run the live env both on the upstream and JH side. For JH, the release.gitlab.cn is the release env, as the release.gitlab.net for GitLab Inc.
