Add note about re-deploy when using multiple jobs for the deployment

What does this MR do and why?

This MR adds a note to inform the user about the limitations of environment re-deploys and rollbacks which only run a single job. This is a problem when the deployment process consists of multiple jobs, like it's usually the case with Terraform.
