Move notification_settings to gitlab_main_cell

What does this MR do and why?

This MR moves the notification_settings table to gitlab_main_cell schema.

This table currently contains both instance wide data and group/project data, but it is safe to mark this as gitlab_main_cell schema for now, and the instance-wide data needs to be taken out to a different table. Issue has been created for this: #423023 (closed)
