Updated warning for package registry docs

Resolves https://gitlab.com/gitlab-com/account-management/emea/easdale/collaboration/-/issues/131

This MR adds the same messaging for package registry access with external authorization enabled that was previously done for container registry but was missed on this page. See !119791 (merged) for additional context.
