Update gitlab-chronic-duration to v0.11

What does this MR do and why?

This MR updates the version of the gitlab-chronic-duration gem used by GitLab to v0.11. It uses a new update_chronic_duration feature flag to test that the new functionality in the gem does not break any existing features
