Migrate GLDropdown to GlCollapsibleListbox for FT page

What does this MR do and why?

This MR implements #384273 (closed) and is a part of &9371 effort.

The GlDropdown component is replaced with GlCollapsibleListbox

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

  1. Navigate to a project
  2. Select Deploy -> Feature flags
  3. Click Create new Feature Flag button (the page URL should look like that: https://gdk.test:3443/gitlab-org/gitlab-test/-/feature_flags/new)
  4. Interact with environment listbox
