Cleanup hide_deprecated_billing_plans FF
What does this MR do and why?
Remove hide_deprecated_billing_plans, it is ON on production for long time. This FF affects how we show legacy plans on billing page.

How to set up and validate locally
- Create a deprecated subscription (Bronze) and connect it to a GitLab group. Consult with https://gitlab.com/gitlab-org/customers-gitlab-com/-/blob/main/doc/zuora/zuora_tips_and_tricks.md how to do it
- Open this group billing page
groups/novuc11/-/billings - Double check that you still see the Legacy plan but it has to actionable items on it's card
