What does this MR do and why?

This MR provides docs-only changes that relate to MR !129319 (merged). As the configuration has changed from a hard-coded value of 600 to a customised value (defaulting to 600), the documentation now reflects this by:

  • Adding a section to the User/IP Rate Limits documentation, detailing this feature and explaining how it can be changed.
  • Linking back in the Rate Limits documentation to the instructions on how to configure this value.
